Ana Luísa Guimarães

At SÉRVULO since 2008, Ana Luisa Guimarães is a partner in the firm’s Public Law department, focusing her practice mainly on public procurement, particularly in concessions and projects, and in the regulation of utilities, such as water and waste. Ana Luísa Guimarães concluded the Executive MBA at AESE Business School /IESE in 2018. She holds a Master’s in Public Law from the Faculty of Law of the Catholic University of Portugal. She is a lecturer on graduate courses at the Faculty of Law of the University of Lisbon on themes connected to public procurement, water and waste law. She is academic co-coordinator of the graduate courses on Water Law and Waste Law, organised by the Institute of Political-Legal Studies (ICJP - Instituto de Ciências Jurídico-Políticas) of the Faculty of Law of the University of Lisbon (since 2012). She is currently a member of the Portuguese Association of European Law (APDE - Associação Portuguesa de Direito Europeu).  She has been a speaker at numerous conferences and seminars in the areas of public procurement and water and waste law and has written several publications covering her areas of specialisation. Previously, she was an associate at «Cuatrecasas, Gonçalves Pereira» (2001 to 2008). She joined the Bar Association in 2001.

Providing legal advice in processes of restructuring of some economic sectors, including advice on preparing proposals for legislative texts.

Legal advice on due diligences of companies and groups of companies, namely in terms of Public Law in general and of compliance.

Providing legal assistance to clients in the context of presenting proposals in international tenders for celebrating concession contracts for large-scale projects.

Providing legal assistance to public sector entities in the preparation, setting up and monitoring of pre-contractual public law procedures.

Providing legal advice to public entities on matters relating to economic public law, including public finances and the corporate and public sector.

Preparing legal opinions connected to her areas of specialisation.
