Pedro Fernández Sánchez

At SÉRVULO since 2008, Pedro Fernández Sánchez is an Associate in the Public Law department. He obtained his PhD from the Faculty of Law of the University of Lisbon, in 2015, with a thesis on the theme of “Law and Sentence: the separation of legislative and judicial powers in Portuguese constitutionalism”. He has been a researcher at the Research Centre of the Faculty of Law of the University of Lisbon, since 2009; guest lecturer on graduate courses of the Faculty of Law of the University of Coimbra, since 2009; guest lecturer at the Faculty of Law of the Catholic University of Portugal, since 2008. He is a guest tutor at the Centre for Judicial Studies (CEJ - Centro de Estudos Judiciários), at the National Institute of Administration (INA - Instituto Nacional de Administração), and at the Institute of Management and Public Administration (IGAP - Instituto de Gestão e Administração Pública). He is certified by the Academy of European Public Law (2007). He is a speaker at conferences and seminars organised by universities and other public and private institutions on themes related to the areas of Constitutional Law and of Administrative Law. He has also authored books and articles on these areas. He joined the Bar Association in 2008.


Consultant responsible for preparing numerous legal studies and opinions for public and private entities, both national and international, in the areas of Constitutional Law and Administrative Law.

Responsible for the preparation, setting up and management of numerous public procurement procedures adopted by the Portuguese Government and by other public entities at a national, regional and municipal level, especially for the acquisition of security and civil protection equipment, for devising and executing large-scale public works contracts and for establishing public-private partnerships for hospital projects and highway infrastructure.

Guest tutor invited by the Portuguese Government and other public and private entities to train staff in the areas of Constitutional Law, Administrative Law and Public Procurement.

Member of teams responsible for drafting legislative proposals structuring Portuguese Public Law, including the team that drafted the Public Contracts Code in 2008 and the laws revising this same Code.

Consultant invited to draft legislative proposals in other Portuguese-speaking countries.
