SÉRVULO partner João Amaral e Almeida gives a paper on “Prior opinions and their implications in public contracts” at the National Congress of the Association of Municipal Managers (ATAM - Associação dos Técnicos Administrativos Municipais). The event takes place in Guarda, with the participation of 500 locally elected governors, municipal managers and workers, from October 11 to 14.
