Rui Medeiros analyses legal framework of energy companies

Energy efficiency is the theme of the ECO.AP conference, which is introduced by the Deputy Secretary of State of the Deputy Minister for Parliamentary Affairs, Feliciano Barreiras Duarte, and closed by the Secretary of State for Energy, Henrique Gomes. The conference is organised by the Office for Media, and takes place at Palácio Foz in Lisbon. Prof. Rui Medeiros, partner at SÉRVULO, takes part in the conference with a paper presenting a legal analysis of Decree-Law 291/2011, of February 28.

ECO.AP, the Portuguese Programme for Energy Efficiency in Public Administration (Programa de Eficiência Energética na Administração Pública) was established as part of the new energies plan, Plano Novas Energias – ENE 2020, with the aim of increasing by 20% by 2020 the energy efficiency of public services, and of the facilities and institutions of public administration. Launched by the Resolution of the Council of Ministers of 9 December, 2010, ECO.AP is an ongoing programme that aims to promote the efficient management of energy services, namely by contracting energy companies.
