Gonçalo Grade

At SÉRVULO since 2026, Gonçalo Grade is a Consultant in the Tax and Public Law departments. He completed a Post-Master’s degree in European Union Customs Law at Erasmus University Rotterdam in 2025, with a dissertation titled “The EU Regulation on Export Controls of Dual-Use Items in a Time of Geopolitical Turmoil.” He also holds a Master’s degree in Corporate Law from ISCTE – University Institute of Lisbon in 2018, where his dissertation focused on “Uncertainties in Direct Taxation within the Digital Economy: The Transformation of the Permanent Establishment Concept.” Gonçalo Grade graduated in Law from the Faculty of Law of the University of Lisbon in 2012. Between 2020 and 2026, he served as Tax and Customs Attaché at the Permanent Representation of Portugal to the European Union in Brussels. Prior to that, Gonçalo Grade was Legal Adviser to the Office of the Minister of Finance in the XXI and XXII Constitutional Governments of Portugal, from 2017 to 2020. He previously worked as an Associate at «Rogério Fernandes Ferreira & Associados», from 2015 to 2017, completed his traineeship at « Abreu Advogados» from 2013 to 2015, and also at «Martins Alfaro, Rui Teixeira & Associados», from 2012 to 2013. He joined the Bar Association in 2015.

Legal advice on customs law matters, including tariff classification, origin of goods, customs value, and special customs procedures

Assistance with export controls and dual-use goods, including licensing for defence-related supplies and restrictive measures (international sanctions)

Legal advice in tax law matters, in particular Personal Income Tax (PIT), Corporate Income Tax (CIT) and Value Added Tax (VAT)

Liaison with European institutions and national authorities on tax and customs matters
