Filipa Névoa

At SÉRVULO since 2019, she has been a Consultant in the Real Estate, Tourism and Urban Planning department. She completed the taught component of the Master's Degree in Legal and Political Sciences and holds a Law degree from the same Faculty. Filipa began her career as a lawyer at Manuel Jorge Goes, Gonçalo Capitão, Cláudio Monteiro, Jorge Gonçalves, Pedro Madeira de Brito & Associates, specialising in Urban Planning Law from the outset. Between 1998 and 2002, she was the partner responsible for the Public Law department at Madeira de Brito, e Cunha, Parente Esteves, Filipa Névoa & Associates. She subsequently worked as an associate lawyer at Abreu Cardigos & Associates Sociedade de Advogados, where she headed the Public Law department between 2002 and 2004, and at Barrocas Sarmento Neves Sociedade de Advogados between 2004 and 2007. From 2008 to 2019, she was a Consultant at Anselmo Vaz, Afra & Associates Sociedade de Advogados, SP, RL, joining SÉRVULO in 2019. Between June 2024 and October 2025, she served as a Consultant in the office of the Councillor for Urban Planning of Lisbon City Council. She has been a member of the Portuguese Bar Association since 1997.

Relevant Experience

Advising a wide range of public and private entities on planning and urban development matters, including urban planning permission procedures, the preparation and revision of planning instruments, the delimitation of execution units, land subdivision (plot development) procedures, and the negotiation of planning and urbanisation agreements (planning and urban development contracts).

Experienced in real estate transactions, particularly in conducting urban planning due diligence on real estate assets. Extensive experience in real estate and tourism investment projects, the structuring of tourism operation models, and condominium ownership schemes. Advising real estate investment undertakings and their respective management companies.

Extensive experience in providing legal advice on energy, tourism and other public law matters, as well as administrative litigation.
