In Issue 10 of the Portuguese journal of public contracts (Revista de Contratos Públicos), Pedro Fernández Sánchez has published an article on the (exceptional) adoption of the private treaty for reasons of artistic merit when developing architecture projects ("A adopção (excepcional) do ajuste directo por motivos artísticos para elaboração de projectos de arquitectura"). The article analyses the cases in which European and Portuguese public procurement legislation allow for the direct award of architecture projects to predetermined entities for reasons of artistic or aesthetic singularity.
