Gustavo de Almeida Neves
At SÉRVULO since 2026, Gustavo de Almeida Neves has been an Associate in Public Law department. He holds a Master’s degree in Law and Legal Science, specialising in Constitutional Law, from the Faculty of Law of the University of Lisbon (2025), and a Law degree from the same institution (2020).He has been a Guest Teaching Assistant at the Faculty of Law of the University of Lisbon and an Integrated Assistant Researcher at the Lisbon Public Law Research Centre since 2020. He completed postgraduate programmes in Arbitration Law (2019), Environmental Law, and Legistics and Legislative Science (2018), all at the Institute of Legal and Political Sciences of the Faculty of Law of the University of Lisbon.He is the author of several articles in his field of expertise and of the monograph The Judicial Dissolution of Political Parties: An Analysis in the Light of Portuguese Constitutional Law (2026). He has been a member of the Portuguese Bar Association since 2022.

Experience in public law matters and related areas, including Constitutional and Administrative Law, Public Procurement, and Administrative Litigation.
Provides legal advice to public bodies and private clients on Public Law matters, including administrative litigation and interim relief proceedings, public procurement, regulatory administrative law, and constitutional litigation, with experience in handling cases before the administrative and tax courts, as well as the higher courts.
Prepares Legal Opinions and Legal Memoranda on Public Law matters, particularly in the fields of Constitutional and Administrative Law.
