The regime governing the special prior review of acts and contracts financed by European funds, as set out in Article 17- A of Law No. 30/2021, constitutes, notwithstanding its designation, a form of concurrent judicial review, insofar as the relevant acts and contracts take effect prior to the decision of the Court of Auditors, whose intervention accompanies their implementation, thereby ensuring, in conjunction with administrative control mechanisms, the legality and regularity of public expenditure financed by European Union funds.
