Study by Lino Torgal and António Cadilha, published by the Revista de Contratos Públicos, analysing the exceptional and temporary statutory scheme governing the release of collateral introduced by Decree-Law n. 190/2012, of August 22, justified by the need, presented by the current serious economic and financial crisis, to alleviate the burden borne by contractors responsible for the maintenance of the collateral provided under the award of public works contracts.
