Rui Medeiros publishes article on financial liability and slight negligence in e-Pública

Partner Rui Medeiros is the author of the article “Slight Negligence as a Requirement for Financial Liability before the Court of Auditors”, published in the July 2026 issue of e-Pública – Public Law Journal (Volume 13, n.º 2).

In this study, Rui Medeiros analyses the admissibility of slight negligence as a basis for financial liability, questioning both the merits of this legislative solution and, in the case of restitutionary liability, its constitutional compliance. The article also provides a comparative analysis of different European legal systems and discusses the relationship between financial liability and the civil liability of public office holders.
