SÉRVULO launches Defence and Security sector

SÉRVULO is launching its new Defence and Security sector, consolidating decades of experience in providing legal advice to public and private entities operating in this strategic domain. The creation of this specialised area reflects the growing geopolitical, economic and regulatory relevance of defence and security at both national and international levels.

In a global context marked by international instability, hybrid risks, cyber?security threats and the need to strengthen Europe’s strategic autonomy, defence and security have become a priority across political and economic agendas. In parallel, increased public and private investment, the development of industrial and technological capabilities, and the growing complexity of the regulatory framework are placing new demands on organisations active in this sector.

In Portugal, the country’s expanding role in cooperative international programmes, the strengthening of the national defence industrial and technological base, and the sophistication of the rules governing public procurement, export control, information security and compliance call for highly specialised legal support.

To address these needs, SÉRVULO has created a team that combines in?depth legal expertise with institutional sensitivity, fully prepared to respond to the unique challenges of the defence and security sector. Coordinated by partner Francisca Mendes da Costa, the multidisciplinary team also includes lawyers Daniel Castro Neves (Public), José Guilherme Gomes (Finance), Nuno Temudo Viera (Litigation), Lénia Carolina Sousa (Tax) and Pedro Zincke dos Reis (M&A). 

The team provides specialised legal advice in public procurement and international trade of military and dual?use goods and services, European defence funding and cooperation instruments — including the European Defence Fund (EDF), SAFE, EDIRPA and ASAP, projects developed under PESCO and NATO, strategic infrastructure projects, partnerships and joint ventures subject to investment control and competition rules, as well as in regulatory compliance, State secrecy, export control, and representation in administrative, judicial and arbitral proceedings. 

With this strategic reinforcement, SÉRVULO reaffirms its commitment to providing advanced legal solutions in a sector that is critical to the security and resilience of the country and of the organisations operating within it.
