Francisca Mendes da Costa

At SÉRVULO since 2008, Francisca Mendes da Costa is a partner in the firm's Public Law department. She holds a refresher graduate qualification in Water Law from the Institute of Political Legal Sciences (ICJP - Instituto de Ciências Jurídico-Políticas) of the Faculty of Law of the University of Lisbon (2013/2014), and in Public Procurement from the Faculty of Law of the University of Coimbra (2008). She is certified by the European Academy of Public Law (2010), and she graduated in Law from the Faculty of Law of the University of Coimbra, in 2005. She was an associate at the law firm AAA Advogados in 2008, having started her professional career as a trainee lawyer at Vieira de Almeida & Associados between 2005 and 2008. She joined the Bar Association in 2008.

RELEVANT EXPERIENCE

Legal advice on the conclusion and renegotiation of concession contracts, especially with regards to public-private partnerships in the highway/railway and healthcare sectors.

Advising public-sector entities on the preparation and launching of public tenders.

Legal advice in the context of presenting proposals in international/high-end tenders, mainly for the conclusion of contracts linked to large-scale infrastructure projects.

Vast experience in the field of litigation and arbitration of administrative law.

Legal assistance in transactional matters related to the conclusion and execution of public contracts and in different regulatory areas of public law.

Extensive experience in the execution and coordination of legal mandates and large-scale projects in Mozambique, Cape Verde and São Tomé and Príncipe.

Drafting of legislation for various public entities in Portugal and in other Portuguese-speaking countries.

Specialized practice in the energy sector, advising public and private entities in the structuring and development of projects and transactions in this area.
