Mark Kirkby

At SÉRVULO since 2004, Mark Kirkby has been a Partner in the Public Law department since 2008. He holds a Master’s in Law from the Faculty of Law of the University of Lisbon (2007). He is frequently a guest lecturer on a variety of matters related to public procurement and public contracts on graduate courses carried out at Faculties of Law around the country. He was Guest Lecturer of the Faculty of Law of the University of Lisbon, on the undergraduate degree in Law, from 1996 to 2010. He was Deputy Member of the Commission for Access to Administrative Documents (CADA - Comissão de Acesso aos Documentos Administrativos) between 2007 and 2011, and he was an Aide to the Parliamentary Group of the National Assembly/Chief of Staff of the Office of the Leader of the Opposition, from 2002 to 2004. He was also Interim Chief of Staff of the Office of the Minister for Work and Welfare, between 2001 and 2002, and Aide to the Minister for Work and Welfare, in 2001. He was Legal Aide to the Secretary of State for Employment and Training, and, subsequently, to the Secretary of State for Work and Training, from 1999 to 2001, and Legal Aide to the Secretary of State for Local Administration and Land Planning, from 1998 to 1999. He started his professional career as an associate at the law firm «Santiago Neves & Associados», in 1998. He joined the Bar Association in 1998.

Legal advice on the renegotiation of concession contracts, especially with regards to public-private partnerships in the highway and railway sectors.

Legal advice on the restructuring of some activity sectors, including in what concerns preparing draft legislation.

Wide-ranging experience in carrying out due diligences of companies or groups of companies, with regard to Public Law in general and to compliance.

Legal advice to clients in the context of presenting proposals in international tenders for the celebration of concession contracts for large-scale projects.

Legal advice to public-sector entities in the context of preparing, setting up and monitoring public law pre-contractual procedures.
